THAW- The Heat and Warmth Program
- The Heat and Warmth Program (THAW) provides seasonal emergency financial relief to cover the cost of utility bill arrears in order to avoid disconnection of service. THAW applications are completed at satellite sites throughout the City of London and at the Salvation Army Centre of Hope.
- To qualify for assistance you must:
- meet income criteria
- be the person named on the utility bill
- have received a final notice or disconnection notice from your utility company or already be disconnected
- have paid a minimum of $50 towards the utility account in the previous four months
If there is more than one bill to be paid, all accounts must be in danger of disconnection or have been disconnected and presented at the same time. Only one application per family.
