Small and Mid-Sized Generation Incorporation
London Hydro Inc. has adopted the regulations with respect to embedded small and mid-sized generation facilities as determined by the OEB in the DSC. A simplified version of the application and steps in the connection process are outlined below.
General Guidelines for Interconnection
- The generator applicant has to contact both the utility and the Electric Safety Authority (toll free telephone number: 1-877-372-7233), to obtain the basic information for interconnection.
- Depending on the size in general above 1 MW the transmitter may also be involved.
- The generator will have to contact the OEB regarding license applications if they are planning to sell power to the grid.
- The distributor may determine that the generator connection requires a system expansion or reinforcement for which the generator is financially responsible.
London Hydro’s Requirements for Applicants
- The generator has to inform London Hydro Inc. about the basic plans of the proposed generation facility (size, fuel type, program eligibility, load displacement plans, etc.) during an initial consultation.
- The generator has to apply for a Distribution Impact Assessment (DIA)* to be conducted by London Hydro Inc.; pre-payment is required.
- The generator must respond within six months to the Offer to Connect presented by London Hydro Inc.
- The generator must sign a Connection Cost Agreement prior to London Hydro Inc. committing to any works.
- The generator must present detailed engineering drawings for review by London Hydro Inc. prior to connection.
- The generator must demonstrate they have obtained ESA Authorization to Connect prior to connection.
- Prior to connection, the generator and London Hydro Inc. have to sign the Connection Agreement.
- London Hydro Inc. will apply its Conditions of Service to the connection process.
OEB has recently amended the Code to include a Form of Connection Agreement for a Small Embedded Generation Facility or a Mid-sized Embedded Generation Facility. This form is to be submitted by the generator applicant to London Hydro Inc.; it represents the connection agreement to be signed by both parties.
* A separate Connection Impact Assessment may be required from the transmitter (Hydro One Networks Inc.) according to the size of the generator.
