Regulated Price Plan (RPP)


Consumers in Ontario have the option to purchase their electricity at a fixed rate from an electricity retailer, or the Regulated Price Plan (RPP) rate through their Local Distribution Company (LDC). Under the RPP plan, residential customers pay rates based on a seasonal threshold. The price threshold for residential consumers changes twice a year beginning in November. The threshold is 1,000 kilowatt hours (kWh) per month in the winter (November through April) and 600 kWh per month in the summer (May through October). Low volume non-residential and designated customers pay rates based on a threshold of 750 kWh per month. Under the Regulated Price Plan, the first 1000 kWh (winter) or 600 kWh (summer) per month for residential customers who have not signed contracts with energy retailers, is calculated at the lower threshold rate for the electricity commodity. Any additional consumption in the month above the first threshold is billed at the higher rate.
