City of London Council Approves Strategic Affiliate for London Hydro

London, ON – December 18, 2025 — The City of London has approved a strategic direction for London Hydro to pursue affiliate business activities aimed at expanding the utility’s ability to innovate and participate in new markets beyond its regulated electricity distribution operations. Support was approved with a 12-0 vote at the City’s Strategic Priorities and Policy Committee (SPPC) meeting held on December 9th, and subsequently ratified 12-0 by Council on December 16th. 

As a part of this decision, the City will re-establish London Hydro Holdings Inc. as an affiliate corporation to support London Hydro’s participation in non-regulated business opportunities. This affiliate structure will enable the utility to explore growth areas such as generation, energy services, and other infrastructure opportunities that are not permitted under the current regulated utility model. 

The affiliate model ensures London Hydro continues to fulfill its core regulated distribution mandate under the oversight of the Ontario Energy Board while allowing the new entity the flexibility to grow and compete in commercial markets. Council’s decision followed a comprehensive review of legal, financial, and risk management considerations.

Council’s approval marks a significant milestone in strengthening the organization’s ability to adapt to emerging energy sector trends while maintaining its commitment to affordable, reliable, and sustainable service.
