Electric Vehicle Charging (EVC) Rate

The Electric Vehicle Charging (EVC) Rate is a province-wide rate option established by the Ontario Energy Board (OEB) for eligible public DC fast charging stations.

Eligible customers pay 17% of the Retail Transmission Service Rate (RTSR) that would otherwise apply to customers in the General Service 50 kW to 4,999 kW class.

Example: If a customer’s base RTSR is $100/kW, it would instead pay $17/kW under the EVC Rate.

If you own or operate a public commercial EV charging station, you may be eligible for the EVC Rate.

Eligibility requirements

To qualify, your site must meet all of the following:
  • Have at least one DC fast charger (DCFC) on site
    • The total capacity (kW) of any non-DCFC chargers at the station does not exceed the total DCFC charging capacity
  • At least 90% of your site’s monthly peak demand (kW) must come from EV charging
  • Non-charging auxiliary load must be 10% or less
  • Have a monthly peak demand between 50 kW and 4,999 kW
  • Have a 12-month average load factor of 20% or less
  • Based on the average of your last 12 monthly load factors
  • Any distributed energy resource behind the meter must not exceed the station’s annual peak demand
  • Opt in by submitting the EVC Rate form and attesting that you meet the eligibility requirements

How do I calculate the 90% requirement?

The requirement is based on your site’s monthly peak demand (kW). To qualify, at least 90% of that peak demand must be attributable to EV charging, meaning any non-charging auxiliary load must be 10% or less. 

What is load factor and how is it assessed?

Load factor compares how steadily electricity is used over time. For the EVC Rate, your station must have a 12-month average load factor of 20% or less, calculated using the average of your last 12 monthly load factors. 

Does behind-the-meter generation affect eligibility?

It can. Any distributed energy resource behind the meter must not exceed the station’s annual peak demand. 

Who can opt in (owner, operator, tenant)?

For the EVC Rate, the “customer” is the owner or operator of the EV charging station connected (or intended to be connected) to the distributor’s system. It is not the EV driver using the station
