London, ON – September 4, 2025 — With the cost of living continuing to rise, more local families are turning to energy assistance programs to help manage their monthly electricity bills. London Hydro is reminding customers of two key provincial programs that offer relief: the Ontario Electricity Support Program (OESP) and the Low-Income Energy Assistance Program (LEAP).
Both programs are designed to ensure that customers do not have to choose between keeping the lights on and meeting other basic needs. OESP provides an ongoing monthly on-bill credit ranging from $35 to $113, while LEAP offers a one-time emergency payment to help customers avoid disconnection. In March of 2024, the Ontario government expanded the household income thresholds for OESP, making more households eligible for electricity bill relief.
As a result, London Hydro saw a 67% increase in OESP registrations in 2024, underscoring the growing need in the community. Similarly, use of LEAP grew by 84%, reflecting the financial pressures many households are facing.
While 2025 projections suggest increases for both programs will be more modest, under 20%, demand for energy assistance remains strong.
“Behind every application is a real person or family who needs a bit of extra help,” said Ysni Semsedini, CEO of London Hydro. “We want people to know that support is available, and they don’t have to face financial challenges alone.” London Hydro encourages customers to reach out directly, as our team is always willing to discuss bills and explore options that can help.
Currently over 13,000 of London Hydro customers, about 13% of the utility’s base, receive on-bill credits through OESP. While in 2024 alone, over 1300 families received a one-time emergency assistance payment from LEAP.
