Capacity Allocation Model (CAM) General Information and Process

Welcome to London Hydro's Capacity Allocation Model (CAM) resource page. London Hydro has implemented the CAM to support large, multi-year residential developments requiring significant infrastructure investment such as new or expanded transformer/distribution stations or long distribution feeders in our service territory.

Below you will find the key information to assist the customers to understand the CAM and to engage with London Hydro to collaborate on establishing a CAM for qualifying Housing Developments.


The CAM sets out the methodology and requirements for financial contribution for large, multi-year residential developments by fairly allocating infrastructure costs among all participating customers based on their allocated capacity.  Key aspects include:

  • Customer’s contribution is based on their share of the requested capacity relative to the total expansion constructed capacity.
  • Customer who pays its capital contribution after the first year of the CAM term will be subject to financing charges
  • Capital contributions are forecasted to be paid by customers over a period of up to maximum 15 years.
  • Secure financial commitments, such as cheques or letters of credit, for committed capacity are required from customers.

The high-level process for engaging with London Hydro with the purpose of establishing the CAM includes:

  1. Initial Consultation: Contact our Residential Development team to discuss eligibility.
  2. Planning and Modeling: Submit site plans and load estimates for London Hydro to model infrastructure needs and cost share allocation.
  3. Agreements: Establish offers (through Offer to Connect) and associated agreements.
  4. Commitment and Security: Provide financial security (e.g., cheque, letter of credit) for committed capacity.
  5. Ongoing Contributions: Costs are reallocated as additional developers connect, ensuring equity.
