London Hydro is completing underground electrical system upgrades in the Gainsborough Meadows neighbourhood to replace aging infrastructure and improve long-term reliability for customers. This work is part of London Hydro’s ongoing asset renewal and subdivision rehabilitation program.

Project at a glance

  • Construction method: Directional drilling to install new underground conduits and cables

  • Completion target: December 26, 2025 (weather and site conditions permitting)

All property owners in the project area received a Notice of Project, and a community town hall meeting was held on December 16, 2025, to share details and answer questions.

Why this work is happening

The existing underground primary cables in this subdivision are nearing the end of their usable service life. Replacing this infrastructure will help maintain a reliable electricity supply and reduce the likelihood of future outages. 

What work is included

This project includes several upgrades to underground electrical infrastructure across the subdivision, including:

  • Installation of approximately 7,355 metres of new directional drilled conduit and new high-voltage cable 

  • Abandonment of roughly 10,500 metres of existing direct-buried primary cable that has reached the end of its life 

  • Installation of new primary cable terminations and fault indicators

  • Replacement of three-phase primary cable and riser supplying Load Center LC3163 

  • Replacement of several single-phase cable risers

  • Relocation of three pad-mounted transformers from rear yards to boulevard locations 

  • Installation of secondary pedestals and upgraded secondary cable connections for improved reliability 

Directional drilling will be used throughout most of the project to minimize surface disruption while installing new conduit and cables.

What residents can expect during construction

Traffic, parking, and access

  • Construction equipment and materials may be temporarily staged in the neighbourhood.

  • Temporary lane restrictions or short-term driveway access changes may occur in active work areas.

  • Traffic and pedestrian control measures will follow provincial safety standards.

Noise and vibration

Directional drilling, excavation, and electrical construction activities may create intermittent noise and vibration near work areas.

Power interruptions

Some brief planned power outages may be required to safely connect new equipment and cables. Property owners will receive at least 48 hours’ notice before any planned outages.

Trees, landscaping, and restoration

  • Some tree trimming or landscaping work may be required to allow safe construction and equipment access. 

  • Contractors will restore disturbed areas such as lawns, asphalt, and concrete once construction activities are complete.
